The Ministry has published an invitation for Expressions of Interest for the project. Responses must be delivered by 17 March 2017. The RFEOI notes that an interested concessionaire/investor has already submitted an unsolicited proposal and detailed pre-investment study for the project, thus it will be procured using a Swiss Challenge procurement method. This requires that if the original project proponent is not the most responsive bid, it will be given the right of first refusal to match the most responsive bid and win the concession. However, if it is unable or unwilling to match the most responsive bid, the most responsive bidder would become the preferred concessionaire/investor
